Organized by the project “Building bridges” within the Research program “City of the Future – Healthy and sustainable metropolises” (www.urban-health.de), in cooperation with the “Urban Health” committee of the Gesellschaft für Hygiene, Umweltmedizin und Prävention (GHUP) / Vorbereitet vom Projekt “Brückenbau” im Förderprogramm “Stadt der Zukunft – Gesunde, nachhaltige Metrololen” (www.stadt-und-gesundheit.de), in Zusammenarbeit mit dem Ausschuss „StadtGesundheit“ der Gesellschaft für Hygiene, Umweltmedizin und Prävention (GHUP).

1. Welcome, context / Begrüßung, Kontext

This satellite workshop was the 2nd meeting of the Co-operative Initiative for Sustainable Urban and RegionalHealth” (cf. 22.8.17). Key points for a flyer describing the Co-operative Initiative was discussed / Dieser Satelliten-Workshop war das zweite Treffen der Kooperations-Initiative “Nachhaltige Gesundheit in Stadt und Region” (vgl. 22.8.17). Grundlinien einer Kurzbeschreibung/Flyer wurden diskutiert.

2. Mapping of „Urban Health“ Activities / Aktivitäten-Mapping StadtGesundheit

Based on existing „Yellow pages“, a more comprehensive overview of institutions and activities is being assembled / Auf die existierenden “Gelben Seiten” aufbauend entsteht ein vollständigerer Überblick über Institutionen und Aktivitäten.

3. Public Health Service and Urban Health / Öffentlicher Gesundheitsdient (ÖGD) und StadtGesundheit

The Public Health Service is a strategic partner for Urban Health; a presentation from LZG.NRW outlined status and opportunities. The project “Building bridges” recently suggested amendments to the emerging mission statement for the Public Health Service / Der ÖGD ist ein strategischer Partner  für StadtGesundheit; eine Präsentation aus LZG.NRW berichtete über Status quo und Entwicklungsoptionen. Das Projekt Brückenbau hatte kürzlich Ergänzungen zum Leitbild für den ÖGD vorgeschlagen.

4. International Urban Health / Überblick Urban Health international

With U Bolzano-Bozen (IT), there are beginnings of international participation in this initiative. This may be extended, e.g. via the EUPHA section Urban public health / Mit U Bolzano-Bozen (IT) gibt es bereits internationale Beteiligung an der Initiative; dies lässt sich ausbauen, z.B. via EUPHA-Sektion Urban public health.

5. Research perspectives; Tying up with current policy propcesses on state and federal level / Forschungsperspektiven; Anbindung an aktuelle politische Prozesse Landes-/Bundesebene

6. Academic teaching / Akademische Lehre

Academic teaching – including joint excursions of planners and health professionals – was instrumental in bringing the research program and the cooperative initiative into being; past and current experiences and materials could now be shared / Akademische Lehre – inkl. Gemeinsame Exkursionen von PlanerInnen und GesundheitsexpertInnen – spielte eine wichtige Rolle im Vorfeld des Förderprogramms und der Kooperations-Initiative; Erfahrungen und Materialien aus Vergangenheit und Gegenwart wären nunmehr gemeinsam nutzbar.

The Academy’s 18th Annual conference took place under the headline „Joint development of our mission statement for the Public Health service” / Die 18. Jahrestagung der Akademie stand unter der Überschrift „Gemeinsame Entwicklung unseres Leitbildes für den Öffentlichen Gesundheitsdienst“, www.akademie-oegw.de/aktuelles/jahrestagung.html.

Based on a resolution of the 89th German Ministerial Conference on Health 2016, there is an ongoing consultation on the Public Health service’s mission “today and tomorrow”. The process includes a draft mission statement / Ausgehend von einem Beschluss der 89. Gesundheitsministerkonferenz 2016 und einem Auftrag an die Arbeitsgemeinschaft der Obersten Landesgesundheitsbehörden läuft aktuell ein Konsultationsprozess zur Position und Ausrichtung des Öffentlichen Gesundheitsdienstes (ÖGD) „für heute und morgen“. Hierzu gehört der Entwurf eines ÖGD-Leitbildes, www.akademie-oegw.de/aktuelles/konsultationsprozess-leitbild.

The draft mission statement was discussed in five working groups, including a group on “Theory and practice” / Der Leitbild-Entwurf wurde in fünf Arbeitsgruppen diskutiert, darunter eine Gruppe zu „Theorie und Praxis“.

From the perspective of the “building bridges” project, as indicated in the discussion, it seems important – beyond all specific tasks – also to identify the integrative view on urban or regional health as part of the mission, including medical care, prevention, health promotion and „health in all policies“, e.g. work, education, and housing / Wie als Diskussionsbeitrag zum Audruck gebracht wäre es aus Sicht des Projektes Brückenbau wichtig, dass der ÖGD, neben allen Spezialaufgaben, den Blick auch auf das gesundheitliche „Ganze“ einer Stadt oder Region richtet, d.h. den Bogen spannt von medizinischer Versorgung über Prävention und Gesundheitsförderung hin zu Gesundheitsbezügen anderer gesellschaftlicher Sektoren wie Arbeit, Bildung und Wohnen.

Currently, it is mainly the health economy which practices this sort of integration. However, the health sector is definitely much more than a health business or health industry / Gegenwärtig unternimmt ja vor allem die Gesundheitswirtschaft solche Integrationsarbeit. Jedoch ist der Gesundheitssektor unbedingt mehr als eine Wirtschaftsbranche.

Also inspired by historic examples, the Public Health service, in a world of fundamental changes, should take care of an integrative and balanced view on health and society. As an attempt in this direction, cf. this article 2016 in “Gesundheitswesen” / Inspiriert auch durch die Aufgaben früherer StadtärztInnen sollte der ÖGD die Aufgabe wahrnehmen, in einer Welt des Wandels und der Umbrüche für einen integrativen und ausgewogenen Blick auf Gesundheit und Gesellschaft zu sorgen. Als Versuch in dieser Richtung siehe den Aufsatz 2016 in “Gesundheitswesen”.

This can be enabled by expanding on existing tools: Health reporting can be expanded beyond analysing health status and trends to include local actors and health-related processes. More importance can be attached to health planning by implementing local health plans / Um dieses zu leisten, lassen sich existierende Werkzeuge ausbauen: Gesundheitsberichterstattung kann sich – über die Analyse von Gesundheitsstatus und -trends hinaus – erweitern zur Analyse lokaler Akteure und gesundheitsrelevanter Prozesse; Gesundheitsplanung erhält durch Aufstellung von „Fachplänen Gesundheit“ zusätzliches Gewicht.
